Metadata

| Beskrivelse | The standard classifies all punishable acts – also referred to as offences or crime – authorised by the Norwegian penal codes and special legislation. The standard largely follows the structure and legal terms in the current penal legislation, but also includes classifications based on historical, empirical and other statistical assessments. From the 1980’s and until present day, the police and other agencies in the justice sector have registered offences based on a pre-structured set of codes, also known as «STRASAK-codes» or «statistical groups». Since the introduction of this practice, more than 1 200 codes have been used to classify offences, and all historical codes are included in the standard. The time of offence can be decisive in deciding which penal legislation and corresponding set of codes is used in each individual criminal case. Thus, the statutory basis and corresponding codes included in the raw data can vary over time and between the various crime statistics.
In some cases, such differences will be of utmost importance to the interpretation and use of the crime statistics. This is particularly of significance to “new” types of offences, which cannot be specified in the same way as in previous raw data and statistics due to not comparable or differing codes. A further description of which codes that make up the different types of offences can be found under «Correspondences» attached to each version of Standard for Type of offence.
Over the course of 2015, substantial changes came about in the penal legislation, corresponding codes and to the registration practice in the police register. These changes necessitated the restructuring of the Standard for Type of offence from version 2015 and onwards. The subsequent changes in raw data and the standard has led to a number of breaks and shifts in the time series between several types of offences in the crime statistics after the statistical year 2014 (see About the version).

| Beskrivelse | The classification has been prepared with SSB's needs for producing statistics in mind. The standard has three hierarchical levels, will be applicable from 01.01. 2023. It only has one older version (2021) to make the transition easier. Earlier versions exist as variants of Standard for country codes (SSB-3). The variants are called Landgruppering Todeling.
Level 1 consists of 4 categories. In addition to Norway and the category stateless and unspecified, there are country groups G1 and G2.
At level 2, world regions are further divided. The three-digit alphanumeric code is hierarchically linked to the level above with the first two characters. The last digit is a serial number.
Level 3 consists of the country itself and uses the SSB_3 numerical code set. |

| Beskrivelse | The standard of citizenship shows the legal bond between a person and a state.
As there are more countries than states (citizenship), correspondence to the Standard for country codes (SSB-3) follows.
It is also possible to use the Code list for citizenship, where the name of citizenship is characterized by
adjective, for example Czech, Danish, etc. and the correspondence between these two classifications.

| Beskrivelse | The standard for grouping countries and citizenships, formerly known as the Standard for world regions, is documented in KLASS as a variant of the Standard for countries and citizenships in personal statistics under the name Country grouping Todeling. The main difference between Standard for grouping of countries and citizenship (2023) and Country grouping Bisection (2012-2022) is that the new standard (2023) has several levels, the code starts with the letter "G" to mark Grouping and that the values are stateless and unspecified separated as a separate group (G9). More information can be found in the publication below. |
