Weaker growth in operating expenses for roads

Norwegian counties’ and municipalities’ gross operating expenses for roads increased in total by NOK 342 million to NOK 11.3 billion in 2012. The corresponding growth in 2011 was almost NOK 1.2 billion. NOK 13 billion constituted the counties’ expenses in public transport.

Transport by bus constitutes 60 per cent of total expenses to public transport

The counties’ total expenses in the transport and communication sector increased by NOK 1.1 billion (6 per cent) in 2012 to almost NOK 19.4 billion. In addition to NOK 13.1 billion used on public transport, NOK 6.3 billion was used on the maintenance of county roads in 2012. Compared to 2011, this represented an increase of NOK 734 million and NOK 377 million respectively. Among the modes of public transport, the counties’ gross operating expenditure on transport by bus dominates with almost 60 per cent of the total.

National average just over NOK 3 800

Measured per inhabitant, the counties' total gross operating expenses in the transport and communication sector were NOK 3 840 on average in 2012. Sogn og Fjordane had the highest expenses with NOK 8 410, and Vestfold had the lowest expenses with NOK 1 900. This was, however, a 9 per cent increase in the gross operating expenses per inhabitant for Vestfold from 2011, or twice the increase compared to the “average county”.

Minor changes in the municipalities’ total expenditures for roads in 2012

The municipalities’ total gross expenditures increased by 5 per cent in 2011in the transport and communication sector. In 2012, the corresponding growth was barely 1 per cent, giving a total gross expenditure of just over NOK 6.4 billion. About 81 per cent of these expenses, or NOK 5.0 billion, were spent on local roads in 2012; almost the same as in 2011. The total gross capital expenditures in the road sector came to NOK 3.4 billion in 2012; about NOK 200 million more compared to both 2010 and 2011.

When both gross capital expenditures and gross operating expenses are measured by kilometre of local road, Oslo is, as usual, the highest, with NOK 434 000 and 328 000 respectively in 2012. The municipalities in Finnmark and Sogn og Fjordane had the lowest gross capital expenditures by NOK 43 000 on average per kilometre of local road, while the municipalities in Hedmark had the lowest expenses. On average, these municipalities’ operating expenses constituted NOK 69 000 per kilometre local road in 2012.
