NOK 22 billion to the transport and communication sector

Norwegian counties’ total gross operating expenses for the transport and communication sector came to NOK 16 billion in 2010; an increase from 2009 of NOK 4.5 billion. Expenses for the commercial modes of transport constituted NOK 11 billion. The remaining part was spent on the provincial roads. The municipalities’ total gross expenses were NOK 6.1 billion, of which almost NOK 5 billion was spent on roads.

Considerable growth in gross operating expenses in 2010

The counties’ total expenses in the transport and communication sector increased by almost NOK 2 billion compared to 2009. The ferry routes comprised almost NOK 1.3 billion of this increase. The expenditures on provincial roads had a growth of NOK 2.6 billion, or a percentual increase of 110 per cent from 2009. When evaluating the growth in the counties’ gross expenses concerning roads and ferries, the new administrative reform (“forvaltningsreformen”) has to be considered. The reform entailed an extended administrative responsibility for the counties as from 1 January 2010 (see separate description at the end of this article). Despite this, it is still the scheduled road transport that is the counties’ biggest item of expenditure in the transport and communication sector. NOK 6.3 billion was spent on this mode of transport in 2010; an increase of 9 per cent from 2009 and almost a share of 40 per cent of the total expenses in 2010.

62 per cent increase in the provincial roads

A major consequence of the counties’ extended administrative responsibility was that about 17 000 kilometres of main roads were reclassified, giving a total of 44 300 kilometres of provincial roads as per 31 December 2010. Nordland had the biggest increase in kilometres of provincial roads, with an extension of 1 500 kilometres from 2009 to 4 100 kilometres in 2010. In the “average county”, 944 kilometres of road where reclassified.

Local roads

The total gross operating expenses in all municipalities in the transport and communication sector constituted NOK 6.1 billion in 2010, as in 2009. Almost 81 per cent of these expenses, or NOK 4.9 billion, was spent on the local roads. The total operating investments in the road sector came to NOK 3.2 billion in 2010. This was an increase of NOK 160 million from 2009.

The municipalities are responsible for the street lightning along the national and provincial roads in addition to the street lighting along the local roads. NOK 560 million was spent on lighting on these roads in 2010; a minor decrease in expenditures from 2009.

A new administrative reform (“forvaltningsreformen”)

Previously, the Government was administratively responsible for all main roads. These roads were classified as “trunk roads” and “remaining main roads”. As from 1 January 2010, most of the “remaining main roads” were reclassified as provincial roads and thereby became an extended liability for the counties. Also the “remaining ferry route connections” were transferred to the counties which were economically compensated for the additional administrative burden received through extended yearly block grants.
