Personal income from employment

Personal income from employment includes remuneration for work performed and benefits that replace wage income, such as unemployment benefits and work assessment allowances.

Personal income from pensions

Personal income from pensions includes pensions from the National Insurance Scheme, occupational pensions, and equivalent benefits.

Personal income from disability benefits

Personal income from disability benefits includes disability benefits, disability pensions, and equivalent benefits.

Personal income from self-employment

Personal income from self-employment is the taxable profit derived from business activities after adjustments, including the allowance for shareholder equity.

Personal income

Personal income includes income from employment, pensions, disability benefits, and self-employment. This forms the basis for calculating National Insurance contributions and bracket tax.

Business income

Business income is defined as the taxable profit derived from business activities.

Capital income

Capital income includes interest income, dividends, capital gains, the allowance for shareholder equity, and other capital income.

Gross income

Gross income includes personal income from wages, pensions, and disability benefits, as well as business income and capital income.

Income deductions

Income deductions include deductions related to employment, business activities, and capital costs, which are subtracted from gross income before income tax is calculated. Examples of income deductions are union membership deductions and parental deductions (childcare deductions).

Special deductions

Special deductions include deductions related to unusually high expenses in specific life situations, or reduced financial capacity, which are subtracted from ordinary income before income tax is calculated.

Ordinary income after special deductions

Ordinary income after special deductions is ordinary income (gross income minus income deductions) after special deductions have been subtracted. This is the basis for calculating municipal, county, and national income taxes.

Pensionable income

Pensionable income is the basis for calculating old-age pension from the National Insurance Scheme. As a general rule, personal income from employment and self-employment is pensionable. An exception applies to personal income for individuals who pay National Insurance contributions as voluntary members of the health component of the National Insurance Scheme, but who are not members of the pension component.

Taxable real capital

Taxable real capital includes real estate, plants and forests, movable business assets and other trade assets, as well as household goods and personal effects. Certain assets, such as primary residences, are not valued at full market value. These assets receive a valuation discount, so that only a percentage of the value is included in the calculation.

Taxable gross financial capital

Taxable gross financial capital includes bank deposits, units in equity funds, bond and money market funds, shares, bonds, and other securities. Certain assets, such as shares, are not valued at full market value. These assets receive a valuation discount, so that only a percentage of the value is included in the calculation.

Taxable gross wealth

Taxable gross wealth includes taxable real capital and gross financial capital.

Taxable net wealth

Taxable net wealth is taxable gross wealth minus tax-allowable debt. This is the basis for calculating wealth tax.

National Insurance contributions

National Insurance contributions are a tax, calculated on the basis of the taxpayer's personal income, which the taxpayer must pay to be a member of the Norwegian National Insurance Scheme.

Bracket tax

Bracket tax is a national, progressive income tax, calculated based on the taxpayer's personal income. It is structured so that the higher the taxpayer's income, the higher the tax rate applied to the portion of the income exceeding a certain amount. The progressive rates are applied as the income reaches specific thresholds, or steps, and the taxpayer pays the rate corresponding to the income within each specific bracket.

Community tax

Community tax is a national income tax calculated on the taxpayer's ordinary income after special deductions.

Tax credits

Tax credits include deductions that are subtracted directly from the calculated tax. Examples of tax credits are the tax credit for BSU (Home Savings for Young People) and the pensioners' tax credit.

Income tax

Income tax is a direct tax that taxpayers pay to the authorities based on their earned income during a calendar year. Income tax is divided into two main components: A flat tax on the taxpayer’s ordinary income after special deductions, which is paid to the municipality and county; and bracket tax on the taxpayer’s personal income, which is paid to the state. In addition, there are community tax and National Insurance contributions, minus any applicable tax credits.

Wealth tax

Wealth tax is a progressive tax paid to the municipality, county, and the state. The wealth tax is calculated on the portion of the taxpayer’s taxable net wealth that exceeds a certain amount.

Assessed taxes

Assessed taxes comprises income and wealth tax payable to the municipality, county, and state, as well as National Insurance contributions.

The statistics cover all individuals in the tax assessment - including those who are living abroad and who are taxable to Norway - but is often limited to taxable residents aged 17 years and older, as of December 31st in the fiscal year.

Statistics are also published for taxable residents aged 62 years and older, and for individuals who are taxable to Svalbard.

Age is defined as the taxpayer’s age in years at the end of the fiscal year.

Municipality of residence is defined as the taxpayer’s municipality of residence as of December 31st in the fiscal year, and forms the basis for the municipal and county classification in preliminary figures.

Municipality of taxation is defined as the taxpayer’s municipality of residence as of January 1st in the fiscal year, and forms the basis for the municipal and county classification in final figures.
