2. Background and purpose

2.1. Purpose and history

The purpose of the statistics of Norwegian students abroad is to present a development of the number of students studying abroad over the past few years. Statistics Norway has been collecting data on Norwegian students abroad from the Norwegian State Educational Loan Fund since 1986.

2.2. Users and applications

Important users of the education statistics are public administration, special interest organizations, the media, researchers, business and industry. Key users among the ministries are, in particular, the Ministry of Education and Research, the Ministry of Local Government and Regional Development, the Ministry of Finance and the Ministry of Children and Family Affairs. The statistics will also be used by international organizations such as the EU, the OECD and UNESCO. Statistics on Norwegians students abroad may especially be of interest for those working with planning and dimensioning of tertiary education in Norway.

3. Statistics production

3.1. Population

The statistics encompasses students who are registered as resident in Norway and are enrolled at an institution for tertiary education abroad, and at the same time registered as receiving financial support from the Loan Fund. Persons registered at advanced research programmes are not included in the statistics.

3.2. Data sources

The main source for this statistics is the Loan Fund's data of students receiving financially support to study abroad.

Not relevant.

3.4. Collection of data

Data is collected from the Loan Fund as authorised in The Statistics Act of June 1989. No. 54.

Response burden

The response burden at the Loan Fund is relatively small as the statistics is mostly based on information already in their administrative systems.

All education data undergo various on-receipt controls.

4. Concepts, variables and classifications

4.1. Definitions of the main concepts and variables

Definition of the main concepts

Enrolled students: Students that are residents of Norway and enrolled at an educational institution of tertiary education abroad by 1 October, and at the same time registered as receiving financially support from the Loan Fund.

Definition of the main variables

Educational activity: Is classified by the Norwegian Standard Classification of Education (NUS2000) that groups different types of educations by level and field of orientation.

County of residence: Municipality of residence at 16 years of age.

Country background: Classified by Statistics Norway's own set of codes.

Parents' level of education: Gives the status of the parent with the highest level of recorded education. Level of education is grouped by: "tertiary education, long" (lasting more than four years), "tertiary education, short" (four years or less), "upper secondary level', "primary and lower secondary level" and "unknown".

4.2. Standard classifications

The Norwegian Standard Classification of Education, which was created by Statistics Norway in 1970, groups the educational activity. The standard has been revised; the latest version is from 2000. The type of educational institution is classified by the International Standard Industrial Classification of all Economic Activities (NOS C 182).

5. Sources of error and uncertainty

5.1. Measurement and processing errors

There may be a number of sources for errors in all data collection. Errors can occur as a result of incorrect classification and processing of the data.

5.2 Non-response errors

Not relevant.

5.3. Sampling errors

Education statistics are not based on sampling, and Statistics Norway tries to include, insofar as it is possible, all pupils and students that the statistics by definition are to cover. It is possible that not all pupils and students are represented in the figures. This may be due to Statistics Norway not receiving responses from all known respondents or not being aware of all relevant respondents.

5.4. Other sources of error

Non-sampling errors

The data Statistics Norway receives from the Loan Fund may contain errors. However, most of these errors will be identified as part of control and revision routines. Some students may be studying abroad without financial support from the Loan Fund, and those are not included in the statistics on Norwegian students abroad.

6. Comparability and coherence

6.1. Comparability over time and space

The statistic on Norwegian students abroad is published for the first time for the fall term of 2002. The data for the years 1986 to 2001 are directly comparable with the data for 2002.

6.2. Coherence with other statistics

Statistic on Norwegian students abroad receiving support form the Loan Funs is not reported to international organisations.

7.2. Microdata

All education statistics at Statistics Norway is stored in a proper, standardized manner in consultation with the Data Inspectorate.
