In January, the threshold for triggering direct support per kilowatt-hour increased to 75 øre (excluding value-added tax) from 73 øre. The electricity support scheme is aimed at households, collective metering of consumption in housing companies, and farms. When the market price of electricity exceeds 75 øre/kWh, the government covers 90 percent of the price exceeding this level. The support is calculated on an hourly basis and provided for a monthly electricity consumption of up to 5000 kilowatt-hours. From January to March 2025, a lower standard rate for the electricity tax was applied, while the standard rate applied from April through September. From October throughout the year 2025, the standard electricity tax rate is reduced to 12.53 øre per kWh (excluding VAT). These rates differ from the corresponding rates in 2024 (government.no). The electricity tax is included in the Consumer Price Index (CPI) in the calculation of the index for grid rental. The Norway Price (Norgespris) scheme for electricity will be reflected in the CPI for October, published on November 10, 2025.
CPI up 3.0 per cent last 12 months
From November 2024 to November 2025 both the Consumer Price Index (CPI) and the CPI adjusted for tax changes and excluding energy products (CPI-ATE) rose by 3.0 per cent. The CPI increased by 0.1 per cent from October 2025 to November 2025, while the CPI-ATE decreased by 0.3 per cent in the same period.
