About the statistics

The statistics show figures for fires in buildings and houses, and expenditure and FTEs for fire and accident protection for preparedness for fires and other accidents in the municipalities. The purpose of the statistics in this area is to show the relationship between data from municipal accounts and DSB's service data.

Man-year is not given a specific definition in the data source's guidance (Notice of fire protection).

A-object is defined as buildings for residence for a larger number of people where the fire may have more than the normal risk of loss of life.

The smallest geographical level figures are published at is municipality. It is also published figures in municipality-groups (KOSTRA-groups), counties and the whole country.

Figures are published annually in KOSTRA on the 15th of March (unrevised figures) and the 15th of June (revised figures), the year following the reference year. Also national tables and an article which comments the figures are published in the weeks after the 15th of June publication.

The purpose of the statistics in this area is to show the relationship between data from municipal accounts and DSB's service data. This is one of the main objectives of KOSTRA. SSB has from 1999 published such data for KOSTRA municipalities. From the reference year 2001 the data is nationwide.

The statistics are important for the central government authorities, who need information, both for planning and for monitoring and evaluation of the local activities. Municipalities are also an interest group for statistics. They want to be able to compare prevention and preparedness for fire and accident protection at local and county level, and at the national level - and over time.

In a democratic society also various interest groups, politicians and individual citizens become important recipients of the information. Key users are the Ministry of Justice and Public Security, Directorate for Civil Protection and Emergency Planning, Local Government and Regional Development, regional and municipal authorities, KS and other interest.

No external users have access to the statistics and analyses before they are published and accessible simultaneously for all users on ssb.no at 08 am. Prior to this, a minimum of three months' advance notice is given in the Statistics Release Calendar. This is one of Statistics Norway’s key principles for ensuring that all users are treated equally.

The statistics can be viewed in connection with several other KOSTRA area. In addition, the same service data, included in KOSTRA, is published in its entirety (along with a much broader selection of data) at DSB's website (see www.dsb.no).

Directorate for Civil Protection and Emergency Planning (DSB) collects the service data and is therefore based on the directorate’s legal basis.

Statistics Norway receives service data from the DSB for further development of official statistics under the Statistics Act (Act of June 21, 2019 No.32) § 10.

The statistics are based on the registration of preparedness and prevention of fire and accident protection in all municipalities, and municipalities with shared fire departments. DSB receives information from each individual fire departments as in processing of data will be distributed at municipal level.

Accounting data are collected through the municipal accounts through SSB.

The statistics include the following two functions (task areas) in KOSTRA:

  • Function 338 Prevention of fires and other accidents
  • Function 339 Preparedness for fires and other accidents

The statistics of fire and accident protection are based on following data sources:

  • Annual electronic collected service data from all fire services/municipalities in the country. The Figures are reported to the DSB and includes preventive services "Notification of fire protection" and emergency services "Report on events."
  • Accounting Data are collected through the municipal accounts to SSB.

Service data are revised in its entirety by the DSB. If the SSB, during the production of KOSTRA data (including the assembling with figures from accounts), discovers peculiar cases in the figures, DSB will be informed.

The quality of the statistics depends on accurate information from respondents. In particular, this applies to the individual municipality reporting on inter-municipal arrangements, see the guidance to "Notification of fire protection", and the distribution of resources (here under wages) between KOSTRA function 338 and 339.

Service data provides the basis for time series. The adaptations which have been made to KOSTRA, does not change this. From 2001 the statistics are country-wide.

The statistics have been amended several times, but you can provide continuous time series for most of the key variables from 2001.

Service data are revised in their entirety by the DSB. If the SSB, during the production of KOSTRA data (including the compilation of figures by accounts), discovers peculiar cases in the figures, DSB will be informed.
