The statistical year 2020 refers to completed lower secondary education for the school year 2019/2020 and transition to upper secondary school as of October 1 2020. Residence county and measures from the Child Welfare Services by 2019. From 2021 the Child Welfare Services can continue provide measures until the age of 25 years. Earlier the upper age limit was 23 years. In the statistics for Education - Child Welfare the population is still «Pupils 22 years or younger». The reason is that an expansion of the population with 23- and 24-year-olds will cause a break in the statistics, and the number of individuals not included is few.
