One in four eligible voters in Oslo have immigrant background

A total of 117 400 persons with an immigrant background are eligible to vote in the local elections in Oslo this autumn. Persons with an immigrant background comprise 24.7 per cent of the electorate in Oslo. In Norway, 3 790 200 persons are entitled to vote in the local municipality elections; an increase of 181 000 compared to the last election in 2007.

Fewer are entitled to vote in general than local elections, in which foreign citizens may participate provided they have resided in Norway for the last three years prior to election day. Nordic citizens are entitled to vote if they are registered in the electoral roll by 30 June in the election year. Compared with the last local election in 2007, there has been an increase of persons entitled to vote in all counties.

More immigrants eligible to vote

Roughly 392 000 persons with an immigrant background are eligible to vote in the local election; an increase of 112 800 persons from the last election. In total, persons with an immigrant background comprise 10.4 per cent of the electorate. A total of 207 300 of these are foreign citizens, whereas 185 000 are Norwegian citizens with an immigrant background. We find the highest share of persons with an immigrant background in Oslo.

More first-time and older voters

Compared with the 2007 election, 24 300 more 18-21 years-olds are eligible to vote for the first time in the local election. Correspondingly, there has been an increase in the number of elderly eligible voters. The number of persons aged 67 years and older has increased by 40 000 compared with the 2007 election.

Norwegian citizens living abroad are automatically listed on the electoral roll if they have resided in Norway in the course of the last 10 years, and otherwise meet voter requirements. This year this group numbers 39 300 persons.
