The latest year is updated with preliminary figures in March, while final figures are published in week 25 each year (June). Changes between these publications are only relevant for private enterprises without commissioned services, as the population of private enterprises might change. This can also affect the country figures, as the private enterprises are included here. For the period 2016-2023, the population base was adjusted to include private ambulance services, resulting in an increase in full-time equivalents (FTEs) during these years. The decrease in 2023 is due to several private ambulance companies being transferred to Sykehuset Telemark HF, with additional companies incorporated into Sørlandet Hospital HF in 2024. The figures were corrected on 19 June 2025. Hospital pharmacies are included in the population of hospital trusts as from this release. This results in an increase in the total number of man-years in the specialist health service and in the figures by health region. Hospital pharmacies are published as separate rows in the overview by hospital trust, and can be subtracted from the national total or the figures by health region if figures excluding hospital pharmacies are required. Hospital pharmacies are included under `Administration and services¿, which results in a small increase in the share of administrative man-years.

Changes in the organisation of hospital trusts may affect developments in man-years over time. The establishment, closure or separation of support trusts may result in man-years being transferred between the Regional Health Authority (RHA) and subordinate or jointly owned trusts, without necessarily reflecting a corresponding change in total staffing in the health region. Jointly owned support trusts are included in the statistics from 2013 onwards. For example, Sykehuspartner was separated from Helse Sør-Øst RHF and established as a separate hospital trust in 2015, while Helse Nord IKT was separated from Helse Nord RHF and established as a separate hospital trust in 2017.

Martina Hansens Hospital AS was transferred to Vestre Viken HF on 1 November 2025. Beds, activity, man-years, as well as expenses and revenues, are included in the figures for Vestre Viken HF for the whole of 2025. This applies to tables 14022, 13953, 13954, 14080 and 13942.

Private enterprises without commissioned services

Private enterprises without commissioned services include enterprises that have agreements with regional health authorities to provide health services on behalf of the public sector. There is some uncertainty regarding the delimitation and coverage of private enterprises with such agreements. Changes from one year to another may therefore partly reflect changes in which enterprises are captured in the data, rather than actual changes.
