Statistics Norway has recently revised its KOSTRA classification of municipalities. As before, the dimensions along which municipalities are classified are population size, economic workload, and economic capacity. Nevertheless, an update has been carried out as a result of the municipality reform, effective since 2020. The revision updates the composition and numbering of KOSTRA groups. The revision is discussed (Norwegian) in [Endringer av KOSTRA-grupper fra og med 2020](https://www.ssb.no/offentlig-sektor/artikler-og-publikasjoner/gruppering-av-kommuner-etter-folkemengde-og-okonomiske-rammebetingelser-2020/). User data (IPLOS): Figures from 2018 to 2019 may be influenced both by the municipal reform and introduction of new IPLOS specifications. Data source: Norwegian Registry for Primary Health Care (KPR), from The Norwegian Institute of Public Health. Ålesund and Værøy have not reported figures for activity in health center service and school health service in 2023. The relevant variables are imputed with figures from 2022 for these municipalities. Tall ble rettet 21.03.2025 grunnet feil i regnskap som berørte Eidsfjord kommune, KOSTRA-gruppe 17 og landstallene. Share of user-oriented full-time equivalents with health education in care services (per cent)

On March 17, 2025, the definition of 'patient- and user-oriented full-time equivalents' was changed for all periods (2015-2024) in the table, resulting in changes compared to previously published figures. The change means that 'user-oriented' man-years are now defined based on the employees' occupation, whereas they were previously defined based on their education. With the new definition, 90 percent of man-years in care services are defined as patient- and user-oriented, compared to 97 percent under the old definition. This change resultet inn lower figures for Share of man-years within user directed nursing and care services with health education.

Figures for beds and rooms 2022 were corrected on 15.3.2024: the number of beds and associated rooms for 2022 has increased by 49 for 3005 Drammen. All aggregate figures and key figures that include beds and rooms for 3005 Drammen are also increased accordingly for 2022.

Man-years in the health centre and school health services per 10 000 inhabitants 0-20 years (man-years)

There was a larger increase than normal in man-years between 2020 and 2021. This is due to several municipalities including temporary personnel involved in Covid-vaccination in the health center services and school health services (86.903). The personnel should have been included in Standard Industrial Classification number 86.904. This effects the comparison of figures from the two years on national level and for some municipalities, counties and KOSTRA-groups. Presumably, some man-year figures are still a little too high in 2022.
