Primary, secondary and higher education is classified as formal education. Adult education, other education and in-house training is classified non-formal education. Transfers from the central government exceeds the household' expenditure for higher and secondary education, because the transfer also cover living expenses in addition to tuition fees. Since the table only shows the financing of the direct education expenditures, the transfers are set equal to the household' expenditures for the relevant education levels.
