Universities, specialised university colleges and university colleges are accredited higher education institutions approved by NOKUT (the Norwegian Agency for Quality Assurance in Education). The national library does not have a primary target group. Academic and special libraries that are not university or university college and are primarily open for all do not have a defined primary target group. The library population will vary from year to year because some years new entities are added, and other entities on occasion does not report to the annual statistics. On occasion entities might have had their library type evaluated and changed.
