By 2030, enhance inclusive and sustainable urbanization and capacity for participatory, integrated and sustainable human settlement planning and management in all countries

Ratio of land consumption rate to population growth rate (11.3.1)

This is a ratio between urban growth and population growth. If the number is 1 then the urban area growth is as large as the population growth.

If above 1, the area growth is greater than the population growth (this can be interpreted as undesirable development). If below 1, then the area growth is less than the population growth (this can be interpreted as a desired development).
