In 2012, municipalities received objections to approximately 46 per cent of the local development plans that were published for consultation. The number of inspections carried out on constructions increased by more than 15 per cent from the year before.

Reporting in KOSTRA on physical planning in municipalities and counties for 2012 also showed that the number of inspections of construction activity where no planning application had been made increased by 41 per cent compared with 2010. The number of police reports regarding construction activity was 17, exactly the same as the year before.

Percentage of objections increases

Norwegian municipalities have a vital impact on the protection and management of the environment through the administration of the Planning and Building Act. To safeguard national interests, other public authorities may object to municipal plans if they are in conflict with national or other vital interests.

Public authorities objected to 46 per cent of all municipal plans and 31 per cent of the detailed plans (area development plans) circulated for consultation in 2012. Compared with 2011 figures, this is a decrease in objections to both municipal plans and detailed plans.

KOSTRA does not contain information on the results of these objections. The municipalities may either comply or negotiate with the objecting authority, or a final decision is taken by the Ministry of the Environment.

Expenses in land use planning increase

In 2012, gross expenses for land use planning amounted to NOK 3.5 billion. The municipalities’ gross income covered NOK 2.2 billion of these expenses. From 2011, gross expenses rose by 7 per cent, while the gross income increased by 6 per cent.

Administration fees also continue to increase. The average fees for private area development plans, building applications and subdivision of land including survey increased last year by 13, 7 and 2 per cent1 respectively.

The average processing time for area development plans, building applications and subdivision of land was 281, 35 and 71 calendar days respectively. Compared with 2011, this is a 3 per cent increase in processing time for area development plans. Processing times for building applications and subdivision of land are quite stable. However, these figures are uncertain.
