Majority still granted exemptions in coastal zone

Building projects in areas where building is prohibited require an exemption granted by the municipality to be approved. In 2004, 72 per cent of such applications were approved, compared with 74 per cent in 2003.

These results are taken from KOSTRA 2004. The statistics only include exemptions for new buildings. The high level of approval may be partly explained by the practice in some municipalities, where likely rejections are signalled in preliminary negotiations. Such rejections are not included in the statistics. The general ban on building developments in the coastal zone does not apply in areas regulated for development. Therefore, the number of exemptions does not give the full picture of the level of development in the coastal zone (see also Development in the coastal zone (1985 - 2004) - Highest activity in urban areas ).

Administration fees cover larger share of expenses

In 2004, gross expenses in land use planning amounted to NOK 2 billion, or NOK 426 per capita. This is a small increase from 2003, when the figure was NOK 414. However, gross income increased even more, from NOK 916 million in 2003 to NOK 1.12 billion in 2004, which means that net expenses fell by more than NOK 100 million. Thus, the preliminary figures show that the increase in income from administration fees in land use planning was substantially higher than the increase in expenses last year.

The increased income must be seen in conjunction with an increase in administration fees. The fees for regulation plans, building plans and subdivision of land including survey increased by 18, 9 and 5 per cent respectively. This is substantially higher than the general inflation. Whereas the processing time for building plans and subdivision of land have remained stable, it has increased for regulation plans.
