The public dental health care is examining and treating even more people. But the tendency of improved dental health among young people has declined.

1  Rogaland and Hordaland did not separate between group C1 and C2 until 2003. Those two counties is therefore not included in the numbers for C1 and C2. They are included in the numbers for elderly, longterm ill, disabled in institution or home nursing (C).
2  2005 was the first year to collect data about dental health care for prison inmates.

In 2005, 957 680 persons were examined/treated by the Public Dental Health Care. That represents a 2.2 percent increase from the year before. Approximately 71 1 percent of the people examined/treated were children and youth in the age group 3-18 years, 5.3 1 percent were elderly, disabled or had a long term illness, and 5.3 1 percent were 19-20 year olds. The public dental health care according to the Law gives priority to these kinds of groups. The administration at county level may also charge adult people for dental health care. In 2005, 16.5 percent of those examined/treated were paying adults.

Average caries experience among 12- 18 year olds

Caries experience among 12- 18 year olds who get examined/treated by the Public Dental Health Care is still decreasing. The number of teeth with caries experience among these age groups is half of what it was in the mid 80`s, but the annual decline is no longer as vast as earlier. The18 year olds seem to have around five teeth with caries experience on average, while 12 years old have nearly 1.5 teeth with caries experience on average. Caries experience among 12- 18 year olds is measured among the people who voluntarily get examined/treated. We lack evidence on those who do not get (public) dental care.

Public dental health care can to some extent influence the caries experience in the population. However, the general dental health condition also depends on individual effort and good dental hygiene. The average number of teeth with caries experience among 12- 18 year old can be an indicator on the degree of successive preventive work. Good information on the relation between dental hygiene and dental health may be important to the general dental health condition.

Expenditure on Public Dental Health Care

The Norwegian counties spent NOK 1.75 billion on dental health care in 2005. This is 3.9 percent, approximately NOK 67 million, more than the year before. Furthermore, the counties spent 1,832 kroner per person examined/treated by the Public Dental Health Care. Interpreting the expenditure in Public Dental Health Care also has to take into account a certain level of income generated by paying adult persons.
