Decrease in number of building fires

In 2015, the municipalities spent NOK 5.2 billion on fire and accident protection, and most of the expenditure is tied up in actions concerning the preparedness of the municipalities. Furthermore, the number of building fires has decreased from 2014 to 2015.

Measured by gross operating expenditure, the expenditure for fire and accident protection in the municipalities has increased from 2014 to 2015. In 2015, the municipalities spent a total of NOK 5.2 billion on this area, which represents almost a 3 per cent increase from 2014. Moreover, over the last five years from 2011 to 2015, the expenditure has increased by 23 per cent. The expenditure of fire and accident protection represents about 1.4 per cent of the total expenditure in the Norwegian municipalities.

Preparedness is the major item of expenditure

The major item of expenditure within fire and accident protection is preparedness for fires and other accidents. Among other things, this includes operating expenditure for fire fighting services and emergency systems to combat oil pollution. In 2015, the gross operating expenditure for this item totalled about NOK 4.2 billion, which is an increase of 3.2 per cent from 2014 and about 22 per cent from 2011.

The municipal expenditures on prevention of fires and other accidents are significantly lower than those within preparedness. In 2015, like the year before, the municipalities spent approximately NOK 1 billion on prevention in the form of chimney sweeping and other actions to prevent fires and explosive accidents. The expenditures of prevention of fires and other accidents is about 20 per cent of the total expenditure of fire and fire protection.

Decrease in number of fires

There has been a decrease in the number of fires involving buildings in Norway from 2014 to 2015. In 2014, there were a total of 3 701 building fires recorded, and in 2015 there were 2 656. Of all the building fires in Norway in 2015, house fires (as in people’s homes) made up 67 per cent. In the statistics, a fire is defined by where it starts. This also means that even though there are many houses included in a fire, it will only be counted as one fire as long as it started at one place.

Most of the man-years are in preparedness for fire and other accidents

The number of man-years in fire and accident protection has been stable over the past years. In 2015, the total number was 3 661; a small decrease of one per cent from the year before. Most of the man-years are for preparedness for fires and other accidents.
