Measured by gross operating expenditure, the expenditure for fire and accident protection in the municipalities has increased from 2013 to 2014. In 2014, the municipalities spent a total of NOK 5 billion on this area, which represents an 8 per cent increase from 2013. Moreover, over the last five years from 2010 to 2014, the expenditure has increased by 22 per cent.

Preparedness is the major item of expenditure

The major item of expenditure within fire and accident protection is preparedness for fires and other accidents. Among other things, this includes operating expenditure for fire fighting services and emergency systems to combat oil pollution. In 2014, the gross operating expenditure for this item totalled about NOK 4 billion, which is an increase of 7 per cent from 2013 and about 20 per cent from 2010.

Municipal expenditure on prevention of fires and other accidents is significantly lower than on preparedness. In 2013, the municipalities spent approximately NOK 1 billion on prevention in the form of chimney sweeping and other actions to prevent fires and explosive accidents, which is an increase of 11.6 per cent from 2013 and 28 per cent from 2010.

Decrease in number of fires

There has been a decrease in the number of fires involving buildings in Norway from 2013 to 2014. In 2013, there were a total of 4 046 building fires recorded, and in 2014 there were 3 701. Of all the building fires in Norway in 2014, house fires (as in people’s homes) made up 69 per cent. A fire is defined in the statistics by where it starts. This means that even where a fire involves many houses, it will only be counted as one fire if it started at one place.

Most of the man-years in preparedness for fires and other accidents

The number of man-years in fire and accident protection has been stable in recent years. In 2014, the total number was 3 711; a small decrease of nearly one per cent from the year before. Most of the man-years, seven out of ten, are in preparedness for fires and other accidents.
