Nearly half of campaign contributions from labour organisations

Political parties received in excess of NOK 40 million in election campaign contributions. Nearly NOK 20 million was donated by labour organisations to coalition parties of Labour, Socialist Left and the Centre Party. The Red Party also received contributions from such organisations. Donations from private persons made up nearly a quarter of the total donations.

Figure 1. Election campaign contributions by party and type of donor

The Labour Party and the Conservative Party received the highest election campaign contributions, with NOK 11 and 12 million respectively. There is a marked difference in the source of donations for the two parties. The Labour Party more or less exclusively received donations from labour organisations. The Norwegian Confederation of Trade Unions, Norwegian Union of Municipal and General Employees and Fellesforbundet donated NOK 11.1 million to the Labour Party. The Conservative Party, however, received its donations from commercial enterprises and private persons. Employers’ organisations have not contributed any donations to any party.

The Centre Party: 90 per cent of the contributions from labour organisations

The Centre Party is in a similar position to the Labour Party, receiving a good 90 per cent of its contributions from labour organisations, i.e. NOK 3.4 million from a total of NOK 3.7 million. The rest of the contributions to the Centre Party were donated by private donors.

“Party tax” important for the Socialist Left party

The Socialist Left party received NOK 3.8 million from labour organisations and another NOK 1.3 million from private donors, which was mainly from the “party tax” paid by the party leadership.

Personal donors support the Conservative and the Green party

On the non-socialist side, the Conservative Party stands out by receiving nearly 70 per cent of its contributions from commercial enterprises, i.e. NOK 7.7 million. Other donations to the Conservatives are made up of NOK 3.4 million from personal private donors. This amounts to 38 per cent of all private donations to all parties in total. No other party received such large donations from private persons and the business sector. The Progress Party received almost NOK 1.6 million from personal donors, and the Green Party received a scarce NOK 1 million.

The Green Party had more or less the same proportions of the different types of contributions as the Conservatives. Private persons gave NOK 900 000, i.e. 37 per cent, enterprises and non-labour organisations donated NOK 1.2 million, i.e. 63 per cent.

70 per cent of the contributions to the Labour, Conservative and Socialist Left party

As a total, the Labour Party, the Conservatives and the Socialist Left received more than NOK 28 million in election campaign contributions, making up more than 70 per cent of the total. Thereafter follow the Centre and Progress parties, both with NOK 3.7 million and the Green Party with NOK 2.6 million in donations.

These are the first statistics published in Norway on election campaign contributions to political parties. Contributions of NOK 10 000 and more donated during the period from 1 January to 6 September 2013 form the basis for the statistics.
