Higher electoral turnout

The total electoral turnout in the municipal and county council election in September 2007 was 61.7 per cent, an increase of 2.4 percentage points compared to the 2003 election. The number of elected female representatives increased both in the municipal councils and county councils.

The total electoral turnout in the 2007 municipal and county election was 61.7 per cent - an increase of 2.4 percentage points from the last local election. This is the first time since 1979 that the turnout increased in a local election.

The electoral turnout in the municipal election was 61.2 per cent. Apart from the local election in 1999 and 2003, the turnout has never been lower. Hordaland county had the highest turnout with 64 per cent.

The electoral turnout in county council elections has been on the decline since direct county council elections were introduced in 1975. In 2007, however, the turnout increased to 57.5 per cent. All counties except Vestfold and Oslo had a higher electoral turnout than four years ago.

Growth in female representation

The 2007 election saw an increase in female representation in both municipal and county councils. 37.5 per cent of the representatives in municipal councils are women, an increase of 2.0 percentage points since 2003. A closer look shows that the municipal councils in Hordaland, Rogaland and Oppland counties had the strongest increase in female representatives with 5.0, 4.7 and 4.2 percentage points respectively.

The increase in female representatives was even stronger in the county councils. Nordland and Hedmark counties achieved 50 per cent female representation, while Østfold has the lowest share of female representation with 37 per cent.

More votes in advance

16.7 per cent of the votes were cast in advance, an increase of 4.8 percentage points from the 2003 election. The number of votes cast in advance increased in all counties.

Decrease in rejected votes

The number of rejected votes in the municipal election was 2 800. This is about 14 000 fewer than in the election four years ago. As of the 2003 election, the ballot paper was no longer to be put in an envelope, a change that resulted in some confusion and caused an increase in rejected votes. There were 16 850 blank ballot papers in 2007.

The number of rejected votes in the county council election was 2 150, which is 19 500 fewer than in 2003. The number of blank ballot papers also increased in the county council election.
