Definition of the main concepts

Coasting trade means the transport of goods between Norwegian ports, and transport between Norwegian ports and the Norwegian continental shelf. Foreign-going trade means the transport of goods between Norwegian and foreign ports.

Definition of the main variables

The following variables are used in the survey; tank vessels, dry cargo vessels and passenger ships. Passenger vessels are presented in three different groups, vessels operating the Norwegian Coastal Voyage, car ferries and other passenger ships and ferries. In table 4, other passenger ships and ferries are grouped in local service traffic.

Fuel consumption is divided into three different types, consumption of gas/diesel, and consumption of specialised distilled fuel and consumption of heavy fuel oil.

Standard classifications

The survey uses the ship classifications used by the Maritime Directorate, but is published at a less detailed level due to few observations.

Vessel groups:

Tank vessels include gas carriers, chemicals tankers, oil tankers, oil/bulk carriers and ore/oil carriers. Dry cargo vessels include general cargo ships, container ships, general cargo/container ships, roll-on/roll-off ships, car carriers, bulk carriers, and refrigerated cargo ships. Passenger vessels comprises of passenger ships, ferries, passenger-/ro-ro ships and cruise vessels.

Background

Background and purpose

The purpose of the statistics is to gain an overview on transported goods, transported passengers and fuel consumption of the Norwegian listed fleet in local and coastal traffic. The observation unit is the single vessel.

The survey has been altered several times, the last time in 2000. Two prior surveys, the survey on vessels for hire or reward or on own account and the survey on regular coastal trade, are merged into one from the year 2000. Both the prior surveys were vessel based.

Since 1987, the survey on vessels for hire or reward or on own account has been focused on vessels in domestic trade between 100 and 3 000 gross tonnes. Tugboats sized between 25 and 3 000 gross tonnes were also included. Supply vessels and tugboats for offshore activities were excluded

The figures on passengers carried might be compared with figures from the statistics on regular coastal trade, published till 1999. The regular coastal trade survey collected information on passengers carried on all passenger ships subject to licensing for local service traffic.

Users and applications

The statistics are used in domestic transport performances, and transport work and information on fuel consumption is used in environmental analysis at Statistics Norway. The statistics are used by policy and research institutes, colleges and universities and for the general public.

Coherence with other statistics

Figures of passengers on ships operating the Norwegian Coastal Voyage and car ferries are reported to Statistics Norway through other surveys. The published figures are coherent with the survey of the Norwegian Coastal Voyage and the survey on domestic transport performances.

The structural statistics provide accounting information of the enterprises that own and operate the ships covered by this survey. The port statistics publishes information on goods loaded and unloaded at the largest Norwegian ports.

Population

The survey covers vessels larger than 50 gross tonnes classified as tank vessels, dry cargo vessels, passenger ships or supply and support vessels for offshore activities. The survey consists of vessels in operation (ref chapter 3.7) registered in the Norwegian Ordinary Ship Register (NOR), or vessels registered in the Norwegian International Ship Register (NIS) licensed for domestic coastal trade. Fishing and hunting vessels, specialized vessels and vessels less than 50 gross tonnes are excluded. Furthermore, ferries operating foreign ports are excluded. Vessels hired out to foreigners or foreign companies are also excluded. The survey contains more vessels than the survey on vessels for hire or reward or on own account. Information concerning passenger transportation is gathered from all passenger vessels larger than 50 gross tonnes. Vessels operating on inland sea routes are excluded. Compared with the survey on regular coastal trade, more passenger ships are included.

Due to low response, figures on goods carried by supply and support vessels for offshore activities on the continental shelf has been excluded from the statistics. Vessels larger than 3 000 gross tonnes are included in this survey.

The survey focuses on vessels that have been operative during the relevant period. Vessels not in regular operation are excluded. Further, vessels non-operative more than 9 months a year, are removed from the survey.

Data sources and sampling

The vessels covered by the survey are drawn form the Norwegian Maritime Directorate's register of ships.

The survey is a total census.

Collection of data, editing and estimations

The survey is in based on a form and the forms are returned to Statistics Norway by mail or fax. The deadline for responding is four weeks. Ships are often chartered out and the ship-owner does not possess the information that is requested. In these cases the shipping company is to forward the form to the company that has chartered the ship, or the missing information is gathered directly by telephone from the company that operates the ship.

Response burden

It takes an average of 15 minutes to complete a form. The estimate for the entire population is about 250 man-hours.

All forms are manually revised and logically tested when recording data. The data is also revised and controlled in a dedicated software application.

Total figures are grossed up in order to cover non-response vessels and cases in which the form is incomplete. The grossing up is based on received forms and is calculated for different vessels types and vessel sizes.

Comparability over time and space

Due to changes in population, the survey can't be directly compared with the surveys before 2000 (the survey on vessels for hire or reward or on own account and the survey on regular coastal trade). Focusing on transported goods, figures for before 2000 may be compared with the survey on tank vessels smaller than 3 000 gross tonnes, dry cargo vessels smaller than 500 gross tonnes and dry cargo vessels larger than 500 gross tonnes. However, the survey on vessels for hire or reward or on own account does not include vessels between 50 and 100 gross tonnes or vessels larger than 3 000 gross tonnes.

The survey on regular coastal trade measured passengers on local service traffic by including all local traffic subject to licensing for transportation of passengers. This survey measures passenger figures for all passenger ships larger than 50 gross tonnes listed in the Norwegian Ordinary Ship Register. The selection criterion is changed.

Accuracy and reliability

Sources of error and uncertainty

Errors may occur as a result of the respondent grouping domestic and foreign-going cargo quantities. Measurement errors may occur. Some forms have been corrected because the respondents quote the cargo quantities in tonnes, while the form asks for the quantity measured in thousand tonnes. Furthermore, mistakes occur where goods transported or fuel consumption is quoted in cubic terms instead of tonnes or litres.

Frame errors

The ships covered by the survey are based on the Maritime Directorate's register of ships. It can happen that the register is not sufficiently updated with the correct ship-owner and address, thereby causing the omission of some ships that should be included in the survey.
