Half have an ICT strategy

Only half of Norway’s municipalities and county municipalities have an ICT strategy that has been updated in the last two years. Among those with a strategy, usage of ICT in schools is most commonly included. Infrastructure and safety are also included by most municipalities, while only half have adopted a universal design in their strategies.

Three out of four county municipalities have open source software in their strategy, while only half of the municipalities have adopted this item. This means that only one out of four of Norway’s municipalities has an updated strategy that incorporates a universal design and usage of free software. Usage of service-oriented architecture is seldom included in the ICT strategy of county municipalities, and only three have included this item.

Usage of open source software and universal design

All county municipalities and 69 per cent of Norway’s municipalities now use open source software in one or several areas. For the municipalities this means an increase in usage of about 10 per cent compared with last year. Even though more municipalities use open source software, the increase in usage within the particular area is relatively small. In municipalities, open source software is most commonly used for educational purposes and about half of the municipalities report this type of usage. In county municipalities, open source software is most widespread as software on own servers, and four out of five reported this usage. Only one out of five municipalities and county municipalities use open source software as an office support tool in the workplace of the employees.

Even though only one out of four municipalities and county municipalities has included a universal design in their ICT strategy, 63 and 83 per cent respectively report that their homepages are designed according to the guidelines of WAI (Web Accessibility Initiative).

Electronic case handling and communication

A total of 84 per cent of the municipalities and 94 per cent of the county municipalities use electronic case handling. On average, two out of three relevant cases are handled electronically in municipalities and county municipalities. Among municipalities, this means a substantial increase from last year, when only about half were handled this way.

A total of 98 per cent of the municipalities reported that they communicate electronically and on average about half of all non-sensitive communication is carried out electronically. All county municipalities have electronic communication and, on average, about 65 per cent of all non-sensitive communication is carried out in this way.

The surveys about use of ICT in municipalities and county municipalities are part of KOSTRA (Municipality-State-Reporting). In June 2008, 91 per cent of the municipalities and all county municipalities had answered the survey. Oslo is included in the figures at municipality level.
