Minor changes in use of open source software

62 per cent of Norwegian municipalities used open source software last year, about the same share as in 2006. Open source software is used to a relatively large extent in education, but is little used in office administration.

All county municipalities and 62 per cent of the municipalities are using open source software on at least one area. Three out of four county municipalities use open source software on their servers, while only one out of three municipalities do the same. The share of county municipalities using open source software for office administration is reduced by 50 per cent from 2006 to 2007, andonly one out of six municipalities and county municipalities uses open source software on this area. For educational purposes however, half of the municipalities and nearly three out of four county municipalities use such software.

The number of municipalities using open source software in 2007 is at the same level as in 2006, but the tendency is that these municipalities are using it within more areas in 2007.

Forms available electronically

A lot of the municipalities and county municipalities have not published their forms electronically. Only 22 and 23 percent of all relevant forms and services are available electronically, respectively. There are relatively more forms available for individuals than for companies. Common for municipalities and county municipalities is that only a small share of these forms and services are available from the public sites Minside og Altinn.

Electronic procedures and communication

74 per cent of the municipalities and 83 per cent of the county municipalities are making use of electronic procedures. In municipalities, only one out of two relevant cases is treated by such a system. For county municipalities, two out of three cases are handled electronically. An average of 44 per cent of all non-sensitive communication with the surroundings is handled by electronic procedures at the municipalities. For county municipalities, this share is 60 per cent.

Electronically completed transactions (E-business)

84 per cent of all municipalities have made use of electronic business processes in 2007, while 89 per cent of county municipalities have done the same. Municipalities and county municipalities estimate that respectively 31 and 44 per cent of all their transactions are processed that way. Only one out of ten municipalities and two out of ten county municipalities state that they are purchasing trough the electronic public procurement portal Ehandel.no.

The surveys about use of ICT in Norwegian municipalities and county municipalities are parts of KOSTRA (Municipality-State-Reporting). In June 2008, 88 per cent of the municipalities and county municipalities had answered the survey. Oslo is included in the figures at municipality level. Some of the data in the survey are used in the publication Nøkkeltall om informasjonssamfunnet 2006 (only in Norwegian). Some of the variables are also published at municipality and county level in KOSTRA .
