Increase in gross external debt

Norway's gross external debt amounted to NOK 3 254 billion by the end of the third quarter 2008, an increase of 8.5 per cent compared to the previous quarter. “Other sectors” contributed the most to the increase.

Norway’s gross external debt increased from NOK 2 999 billion in the second quarter 2008 to NOK 3 254 billion in the third quarter. The 8.5 per cent increase from the second quarter to the third quarter was substantially larger than the average quarter increase of 2 per cent seen in the period from the second quarter of 2007 to the second quarter 2008. At the end of the third quarter "other sectors", the government sector including the Government Pension Fund and the banks increased their foreign debt while Norges Bank showed a reduction in the gross external debt. Inter-company lending between entities in a direct investment relationship was also reduced.

The external debt of "other sectors" amounted to NOK 984 billion by the end of the third quarter 2008, up 13.1 per cent from the end of the second quarter this year. The central government and the banks increased their external debt by 11.2 and 6.8 per cent respectively from the end of last quarter. By the end of the third quarter the debt of the government amounted to NOK 788 billion, which counted for 24 per cent of Norway’s total foreign debt. The banks had the largest share of foreign debt with NOK 1 289 billion, 40 per cent of Norway’s total foreign debt.

The statistics include the sectors general government, Norges Bank, banks and “other sectors” which include non-bank financial enterprises, non-financial enterprises, households and non-profit institutions serving households. Inter-company lending between entities in a direct investment relationship is shown separately.
