Recipients and payments slightly down

In 2011, there were 118 000 recipients of social assistance; 1 500 less than the previous year. Total payments were also down, by NOK 80 million or 1.7 per cent.

The modest increase in the number of recipients from 2009 to 2010 was reversed in 2011. Total payments were also down, and amounted to NOK 4.50 billion.

Ten counties saw an increase in the number of recipients last year, while nine counties had fewer recipients. The western county of Sogn og Fjordane had the sharpest increase in the number of recipients, while the neighbouring county to the north, Møre og Romsdal, had the steepest decline.

The proportion of recipients who had social assistance as their main source of income has been receding since 2006. From 2009 to 2010, this proportion was down from 43 to 41 per cent. In 2011, this proportion sank below the 40 per cent level. This must be seen in connection with the increase in recipients on qualification benefits. Qualification benefits are aimed especially at the group most dependent on social assistance. Dependency of social assistance as main source of income was down in all demographic groups.
