Slightly more social assistance recipients

After years with decline in the number of social assistance recipients one could see a small increase in 2000. The preliminary figures for 2001 also show an increase in the number of social assistance recipients, to nearly 140 000 persons. That is 3 per cent of the population.

The pay out to social assistance has also increased the last year. A total of NOK 4.3 billion was paid out in social assistance in 2001.

Since the top year of 1993, with more than 177 700 social assistance recipients, there was a decline in the number until year 2000. Since then the number of recipients has increases slowly. The preliminary figures for 2001 show that the number is still increasing.

An overview over the regions shows that this small increase in distributed on most of the counties. If we look at the age groups it looks as though there is a decline among the youngest recipients, while for the other age groups, and especially for the group between 30 - 39 years, there has been an increase.

Increased benefit

Last year the total benefits were around NOK 4.3 billion, while NOK 4.0 billion where paid out in 2000. Average annual social assistance benefits per recipients in 2000 were almost NOK 29 000, while the average annual social assistance benefits per recipients will be around NOK 31 000 in 2001.

The regional differences between counties regarding the level of average annual benefit amount are also large. Like in year 2000, Oslo had clearly the highest level of benefits, while Finnmark had the lowest.

About the statistics

The figures are preliminary and based on 98 per cent of the counties. From 2002 all Norwegian counties report through the KOSTRA system. This means that almost 218 reported for the first time this year.

Differences between figures in KOSTRA and this article can appear. The explanation for possible differences in this text is that some counties did not report in time for the publishing of the KOSTRA figures the 17t h of June. Some of the counties that sent reports that arrived later than 17t h of June are included in the figures used in this report.
