The central government’s fiscal account, including the National Insurance Scheme (NIS), shows revenue of NOK 292 billion and expenditure of NOK 248 billion in the third quarter of 2013.

Transfers account for 86 per cent of revenue in the third quarter. A total of NOK 251 billion has been transferred to the central government and tax revenue accounts for most of this, with a sum of NOK 153 billion. Other transfers include members and employers’ contributions to the National Insurance Scheme of NOK 34 and 52 billion respectively, and interest and dividends with a sum of NOK 10 billion. The operating surplus from extraction of petroleum was NOK 31 billion in the third quarter.

Most of the central government’s expenditure in the third quarter was also made up of transfers. A total of 198 billion was transferred from the central government. Other state accounts received NOK 13 billion of this sum and counties and municipalities received NOK 42 billion. Almost half of the transfers; NOK 93 billion, were paid as pensions and benefits through the National Insurance Scheme. Other transfers increased by NOK 12 billion, from NOK 38 billion to NOK 50 billion, from the third quarter of last year. The accumulated sum of other transfers for the first three quarters has increased by NOK 8 billion, or 5.1 per cent from 2012 to 2013.

Besides transfers, the central government had operating expenses of NOK 34 billion and spent NOK 16 billion on fixed capital formation in the third quarter. Wages and salaries account for NOK 17 billion of the operating expenses.

The quarterly figures are subject to random fluctuations and must be interpreted with caution.
