Increased government surplus

The central government’s fiscal account, including the National Insurance Scheme (NIS), shows a surplus of NOK 109 billion in the second quarter of 2013.

Total government revenue has increased by 3.9 per cent from the second quarter of 2012, from NOK 361 to NOK 375 billion. NOK 331 billion of the total revenue was received as transfers. Tax revenue accounts for NOK 249 billion of the transfers and payments to the National Insurance Scheme account for NOK 50 billion. Interest and dividends also account for a large part of the transfers with a sum of NOK 30 billion. Besides transfers, the operating surplus on extraction of petroleum was the most important source of income with a total sum of NOK 34 billion. Sales revenue totalled NOK 5 billion in the second quarter of this year.

Total government expenditure was NOK 267 billion in the second quarter. This is 2.1 per cent more than in the second quarter of last year. Transfers also account for most of the expenditure with a sum of NOK 216 billion. NOK 92 billion of this was paid as pensions and benefits through the NIS, NOK 52 billion was transferred to municipalities and county authorities and NOK 12 billion was transferred to other state accounts. Interest expenditure accounts for NOK 12 billion of the transfers.

Governmental operating expenses account for NOK 36 billion of the total expenditure in the second quarter. NOK 18 billion was paid in wages and salaries and NOK 11 billion was spent on goods and services.
