Reduced surplus in 2009

The central government’s fiscal account including the National Insurance Scheme, showed a surplus in 2009 of NOK 183.2 billion before transfers to the Government Pension Fund - Global. Compared to 2008, this was a decrease of NOK 220.8 billion or 54.7 per cent.

The reduction of the surplus is due to decreased revenue and increased expenditure. Total revenue amounted to NOK 1 051.9 billion; a decline of 11.1 per cent or NOK 130.7 billion compared to 2008. The decrease is mainly due to reduced activity in the petroleum sector which has led to a lower operating surplus from extraction of petroleum and reduced tax revenue from petroleum.

Total expenditure increased by NOK 90.1 billion or 11.6 per cent and totalled NOK 868.7 billion. The growth was mainly due to increased transfers of NOK 72.6 billion or 11.7 per cent. The largest increases are found in transfers to municipalities and county municipalities and transfers from the National Insurance Scheme.
