Decreased revenue in approved budget

In the approved central government budget for 2010, total revenue and expenditure amount to NOK 974 billion and NOK 907 billion respectively. Compared to the approved budget for 2009, this represents a decrease in revenue by 18 per cent and an increase in expenditure by 7 per cent.

The central government main source of revenue is tax payments which in the 2010 budget amount to NOK 580 billion. The net cash flow from the petroleum activity, some of this tax payment, constitutes a considerable share of central government revenue and is budgeted to NOK 245 billion. Compared to the approved budget of 2009, member and employer contributions to the National insurance scheme are among the few sources of revenue that increase. These contributions increase by a modest NOK 6.4 billion, or 3 per cent.

The main source of expenditure for central government is transfers, which include payments from the National insurance scheme, transfers to other state accounts and local government. Total transfers for 2010 amount to NOK 718 billion.

Statistics Norway has updated the tables for central government revenue and expenditure by main items. The tables now contain the approved budget for 2009 and 2010, and accounting figures for previous years.

Statistics Norway stress that in the article above the approved 2010 budget is compared to the approved budget for 2009. New estimates of the central government fiscal account figures for 2009 were released at the same time as the 2010 budget. The new 2009 figures show a strong decline in revenue and a minor increase in expenditure compared to the approved budget in 2009.
