Decrease in central government revenue

The central government fiscal account for the third quarter of 2009 shows a deficit of NOK 23.4 billion. The deficit is due to reduced central government revenue, following lower income from the petroleum sector.

Total revenue in the third quarter of 2009 was NOK 176 billion. This is NOK 46.5 billion, or 20.9 per cent lower than in the corresponding period in 2008. There is a reduction in tax revenue of NOK 31.3 billion or 24.3 per cent, which is for the most part due to lower tax payments from the petroleum sector. In addition, the operating surplus from state petroleum activities was more than halved, with a reduction of NOK 22.3 billion.

Compared to the third quarter of 2008, total expenditure increased by 9.6 per cent or NOK 17.4 billion to NOK 199.4 billion. Increased transfers to municipalities and county municipalities and to the National insurance scheme contributed to the increase in central government expenditure.

Net transfers to the Government Pension Fund - Global amounted to NOK 54.1 billion, compared to NOK 115.4 billion in 2008.
