Increase in revenues and expenditures

Central government revenues totalled NOK 746.4 billion in 2004. This is an increase of NOK 46.2 billion, or 6.6 per cent, compared with 2003. Total expenditures amounted to NOK 622.2 billion in 2004, an increase of 5.0 per cent compared with 2003.

The central government surplus before net transfers to the Government Petroleum Fund was NOK 124 billion, an increase of 15.5 per cent from 2003, when the surplus was NOK 108 billion.

In 2004, total expenditures in the fiscal account excluding the National Insurance Scheme amounted to NOK 392 billion. The National Insurance Scheme's total expenditures amounted to NOK 230 billion. Compared with 2003, these represent increases of 6.4 and 2.6 per cent respectively.

Compared with the approved budget for 2004, the account shows revenues of approximately NOK 48 billion more than estimated. This is mainly attributable to a higher operating surplus in extraction of petroleum than budgeted. Central government's total expenditures for 2004 was as budgeted.

The Ministry of Finance published the Central government fiscal account including the National Insurance Scheme on 29 April 2005. Statistics Norway presents the main features of the Central government fiscal account on a yearly and quarterly basis.
