Modest increase in revenues and expenditures

Central government revenues totalled NOK 700 billion in 2003. This is an increase of NOK 9 billion, or 1.3 per cent, compared with 2002. Total expenditures amounted to NOK 593 billion, an increase of 1.5 per cent compared with 2002.

The central government surplus before net transfers to the Government Petroleum Fund was NOK 108 billion, an increase of 0.6 per cent from 2002.

Compared with the approved budget for 2003, the account shows revenues of NOK 17 billion less than estimated. This is mainly attributable to lower tax revenues than expected. Total expenditures are NOK 14 billion higher than budgeted. This is partly due to National Insurance expenditures being higher than estimated. The surplus before net transfers to the Government Petroleum Fund is consequently NOK 30 billion lower than budgeted.

The Ministry of Finance published the Central government fiscal account including the National Insurance Scheme on 30 April 2004. Statistics Norway presents the main features of the Central government fiscal account on a quarterly basis.
