Dramatic decrease in government surplus

The surplus before net transfers to the government petroleum fund decreased from NOK 242 billion in 2001 to NOK 107 billion in 2002. This is a decline of 56 per cent.

The total expenditures increased by 13 per cent, from NOK 517 billion in 2001 to NOK 584 billion in 2002. The growth may be explained by the change in ownership of public hospitals from local to central governments.

The total revenues amounted to NOK 691 billion in 2002. This is a decline of NOK 67 billion, or 9 per cent, compared with the previous year. The decline in revenues may mainly be explained by a lower operating surplus in the extraction of petroleum.

The Ministry of Finance published the Central government fiscal account including the National Insurance Scheme April 30t h2003. Statistics Norway presents main features from the Central government fiscal account on a quarterly basis.
