Increased tax revenues excluding petroleum taxes

In the period January to April 2009, total tax payments amounted to NOK 271.1 billion. This is a decrease of NOK 12.6 billion or 4.4 per cent compared to the same period in 2008. The reduction in total tax payments is due to a reduction in petroleum taxes, which is in turn explained by a new system for payments of petroleum taxes (see box).

Total tax payments excluding taxes on petroleum amounted to NOK 199.6 billion. This is an increase of NOK 13.1 billion or 7 per cent, compared to the same period in 2008.

Ordinary taxes to municipalities increased by NOK 3.2 billion or 9.9 per cent to NOK 35.8 billion. Tax payments to county municipalities totalled NOK 7.1 billion. This is an increase of 454 million or 6.8 per cent.

Employer contributions to the National Insurance Scheme constituted NOK 41.5 billion and member contributions totalled NOK 27.7 billion. This is an increase of 7 and 12.7 per cent respectively compared to 2008.

Changes in the payments of petroleum taxes

The system for payments of petroleum taxes was changed with effect from the summer of 2008, from two yearly terms (1 April and 1 October) to six yearly terms (1 August, 1 October, 1 December in the income tax year, and 1 February, 1 April and 1 June in the following year).

This led to a major increase in the petroleum taxes in the first three months of 2009 compared to the same period in 2008, but also means that the payments as of April 2009 will be lower than in 2008.
