Decrease in investments for environmental protection

Investments for environmental protection purposes in manufacturing, mining and quarrying industries were NOK 1.9 billion in 2014. This is a decline by NOK 1 billion compared to 2013. Meanwhile, current expenditures rose by NOK 660 million and were almost NOK 7 billion in 2014.

Total environmental protection expenditures in manufacturing, mining and quarrying were NOK 8.9 billion in 2014; almost NOK 400 million lower than in 2013. Almost the entire decline was in industries related to manufacturing and mining.

The total investments for manufacturing, mining and quarrying industries were around NOK 147 billion in 2014, which was a decline of NOK 9 billion compared to 2013. Total investments in the oil and gas extraction industries alone amount to nearly NOK 103 billion. In total, investments related to environmental protection purposes for the manufacturing, mining and quarrying industries amount to slightly more than 1 per cent of all investments in these industries.

Small changes in environmental expenditures in oil and gas extraction

Total investments for environmental protection purposes by the oil and gas extraction industries were close to NOK 1.3 billion, which is almost NOK 800 million lower than the previous year. This decline is particularly due to lower investments in cleaner production technology. Current expenses however were NOK 2.5 billion, which was NOK 800 million higher than in 2013. In total, the environmental protection expenditures in 2014 changed little from 2013.

Decline in environmental expenditures in manufacturing and mining

There was a decline in 2014 in both current expenses and investments for environmental protection expenditures in manufacturing and mining. There are major differences in the costs of environmental protection measures between the various manufacturing industries.

Of the manufacturing industries, the industries producing basic metals had the highest environmental protection expenditures in 2014, with total expenditures of more than NOK 1.7 billion. Of this, current expenditures for environment were almost NOK 1.6 billion.

Industries in oil refining, chemical and pharmaceutical industries had total environmental expenditures of NOK 680 million. This was a decline of more than NOK 300 million from 2013, and is thus among the industries that contributed most to the decline in total expenditures in manufacturing and mining. Total investments in 2014 for environmental protection in these industries were NOK 130 million; a decline of around NOK 240 million from 2013.

Expenditures to waste and wastewater dominate

Current expenses related to waste and wastewater respectively constitute 74 per cent of all environmental expenditure in manufacturing, mining and quarrying, and amount to NOK 2.6 billion each in 2014.

Investments related to waste and wastewater constitute 51 per cent of all environmental protection investment in manufacturing and mining in 2014 and 71 per cent of environmental protection investment in oil and gas extraction. The investments in waste and wastewater amount to a total of NOK 1.2 billion, which is almost 65 per cent of all investments made for environmental protection purposes.

The survey on environmental protection expenditures in mining, manufacturing, energy- and water supply are based on a questionnaire. The environmental protection expenditure measures for 2013 and 2014 are not comparable with previous years. Until 2012, the questionnaire for manufacturing industries and mining was answered by a sample of enterprises. From 2013 the survey includes enterprises in which environmental measures or other environmental reporting are imposed by the authorities. The questionnaire has not changed. For waste and wastewater there is also an extra calculation of expenditures for waste and wastewater for enterprises that are not required by law to carry out and/or report on specific environmental measures. The source for the total expenditures for waste and wastewater for the manufacturing industries and mining is the National Accounts.

For oil and gas extraction offshore, the questionnaire is answered by the operator for each oil or gas field, including fields where production is terminated. A separate questionnaire is answered by oil and gas extraction operators of onshore installations. Exploration, field development, transport via pipelines and support activities for the oil and gas extraction industries are not included. For oil and gas extraction the expenditures for environmental protection purposes for 2013 and 2014 are comparable with previous years.
