Lower environmental expenditure in 2009

The total expenditure on environment protection in the industries was NOK 8.2 billion in 2009; a 17 per cent reduction in relation to 2008. Oil and gas extraction was down 29 per cent, whereas the expenditure was reduced by 7 per cent in the other industries.

The oil and gas extraction industry, which includes offshore extraction, onshore processing terminals and related services, spent NOK 3.3 billion on environmental protection activities in 2009; NOK 1.4 and 1.9 billion on current expenditures and investments respectively. Relative to 2008, the current expenditures decreased by 27 per cent and the total investments by 30 per cent. However, a significant part of the investments was related to the removal of offshore installations (NOK 988 million in 2009), which was at the same level as in 2008.

Environmental expenditures for all other industries combined were NOK 4.9 billion. Current expenditures were NOK 3.1 billion, down 2 per cent from 2008, whereas environmental investments totalled NOK 1.8 billion, down 14 per cent. The largest decrease, both in absolute figures and percentages, was found in manufacturing of basic metals. The total for this industry was reduced by NOK 407 million or 36 per cent compared to 2008.Total environmental investments decreased by NOK 567 million, but was offset by an increase of NOK 160 million in current environmental expenditures.

Largest decrease in measures against air pollution

By environmental domain, the largest decrease, in absolute figures as well as percentages, was found in activities to reduce air pollution (not including climate). The total environmental expenditures were reduced by NOK 1 172 million (-51 per cent), particularly in the manufacturing industries (NOK 932 million lower than in 2008).

The second largest decrease was in waste water management, mainly in the petroleum sector (down NOK 448 million).

However, total expenditures in the area of solid waste management did increase by 14 per cent from 2008. The petroleum sector spent NOK 236 million less, but this was more than compensated by an increase of NOK 559 million in the other industries.

The reduction in overall environmental expenditures is in line with the general economic development. However, there are significant differences between industries. In oil and gas extraction, total investments increased from 2008 to 2009 ( http://www.ssb.no/english/subjects/10/06/20/oljeinv_en ), while the share of environmental investments decreased from 2.3 per cent to 1.4 per cent. In the manufacturing industries, total investments were lower than in 2008, whereas the share spent on the environment increased by 1 per cent. A similar difference between the industries is found when measuring current environmental expenditures per employee.
