Increased government consumption expenditures

General government consumption expenditure has been upwardly revised for the years 1970-1990. In 1990, the adjustment increased the figures by 4 billion NOK, or 2.7 per cent. The adjustment is the result of changes in methodology to calculate consumption of fixed capital for general government. The same methods that were used for the years of 1991-2001 have now been applied to the period 1970-1990. As a result we now have continuous and comparable national account time series back to 1970.

Consumption of fixed capital for central and local government is calculated by a geometric method for all years after 1970, that is to say that the consumption of fixed capital is estimated as a fixed per cent of the remaining net capital stock. Compared to previously published figures, where a linear depreciation profile was used, the new figures for government consumption are increased by 0.8 per cent for 1970 and 1.9 per cent for 1980.

The new calculations of general government consumption expenditure has led to a slight adjustment in the gross domestic product (GDP), an increase of approximately 0.6 per cent for 1990, down to an increase of 0.1 per cent for 1970. The growth rates for GDP are insignificantly revised for the period between 1970 and 1990. The volume growth rate in GDP for 1991 has, however, been increased from 3.1 per cent to 3.6 per cent. This revision is due to changes that have been incorporated in the figures for 1991 and onwards, such as new definitions of production in forestry and taxes on products that have not been extended to the years before 1991.

Household consumption expenditures for the years 1970-1990 are also now calculated according to the same classification by purpose that were the basis of the published figures for the period 1991-2001. In addition, industry figures for all years after 1970 are published according to this same standard of classification.
