High expense growth in regional hospitals

The gross operating expenses of the regional hospitals increased by about 9 per cent from 1999 to 2000. The expenses of the institutions within the specialist health services all together increased by 7 per cent. The total amount of expenses was NOK 42 billion, or about NOK 9 400 per capita.

Institutions within the specialist health services are somatic and psychiatric institutions like hospitals, outpatient clinics, training and rehabilitation institutions, after-care homes etc. Receiving these health services usually requires a referral from a physician in the primary health services, if not acute hospitalisation.

In year 2000, about NOK 34 billion of the total NOK 42 billion gross operating expenses of the institutions within the specialist health services were expenses of somatic institutions and about NOK 8 billion were expenses of psychiatric institutions. This 80/20-ratio between somatic and psychiatric institutions concerning expenses, has not changed significantly in the last decade.

Highest expense growth in regional hospitals

NOK 33 billion of the total NOK 34 billion used at somatic institutions, were expenses of somatic hospitals. Of these, NOK 11,5 billion were expenses of regional hospitals. Regional hospitals are covering several counties. NOK 11 billion were expenses of central hospitals (county hospitals I) and NOK 8.5 billion were expenses of local hospitals (county hospitals II). The expenses of these groups of institutions increased by 9.6, 6.1 and 7.3 per cent respectively, from 1999 to 2000.

Psychiatric institutions used NOK 8.5 billion in 2000. Expenses of psychiatric institutions for adults represented 87 per cent of these billion, although the expenses of psychiatric institutions for children and adolescents increased more than expenses of psychiatric institutions for adults. The increases were 9.5 and 4.8 per cent respectively, from 1999 to 2000.

Highest growth in psychiatric expenses in Oslo

Gross operating expenses of somatic institutions, total (entire country), were NOK 6 915 per inhabitant in 2000. The guest patient adjusted expenses per inhabitant were highest in the county Troms with NOK 11 073, and lowest in Akershus with NOK 5 182.

The gross operating expenses of psychiatric institutions for adults, total, were NOK 2 148 per inhabitant aged 18 and above. For Oslo, the guest patient adjusted expenses were NOK 3 612 per inhabitant aged 18 and above, which was the highest amount among the counties concerning these institutions. Østfold had the lowest amount with NOK 1 676 per inhabitant aged 18 and above.

The corresponding figures for psychiatric institutions for children and adolescents were NOK 1 048 per inhabitant aged 0-17 for the entire country. Oslo had the highest expenses of NOK 2 178 per inhabitant aged 0-17, whereas Sogn og Fjordane had the lowest amount of NOK 674 per inhabitant aged 0-17.
