Increase in municipal fees

The average annual municipal residential fees increased from 2008 to 2009. The annual fee for water consumption had the largest increase, by 9 per cent, while the corresponding fee for waste water went up by 7 per cent. The annual fee for waste services and chimney sweeping both went up by 6 per cent.

The annual fee for municipal water consumption is on average NOK 2 552 for the country as a whole, an increase of 9 per cent since 2008. Sør-Trøndelag county has the highest fee (NOK 3 023 on average per year) for water consumption, and Oslo county the lowest (NOK 1 173 per year).

Lowest increase in water fees in Rogaland

The municipal averages have increased in all counties, and the highest increase took place in Akershus county with 18 per cent. The lowest increase (2 per cent) was found in Rogaland county.

28 per cent of the municipalities have an annual fee of less than NOK 2 000. These municipalities cover 64 per cent of the population. On average, the largest municipalities have the lowest annual fees.

The connection fee varies in the municipalities from NOK 0 to NOK 56 700, and the average connection fee in the municipalities is NOK 10 941. In 20 per cent of the municipalities the connection fee varies between NOK 0 og NOK 5 000. These municipalities represent 34 per cent of the population.

The municipalities can have a graded connection fee system with low and high level connection fees, or they can have one fee only. When the connection fees are compared, the high level connection fee is used if a graded system is reported.

The municipalities in Oppland have the highest waste water fees

The average annual fee for the waste water sector in 2009 is NOK 2 920, an increase of 7 per cent from 2008. With an annual fee of NOK 4 024, the county of Oppland has the highest fee while the county of Oslo had the lowest fee with NOK 1 708

Average figures for municipalities show an increase in fees in all counties. The highest increase was found in Østfold, while municipalities in Finnmark had the lowest increase.

For 53 per cent of the municipalities, the annual fee is between NOK 1 000 and NOK 3 000. These municipalities represent 72 per cent of the population.

The connection fee varies in the municipalities from NOK 0 to NOK 80 000, and the average fee in the municipalities is NOK 12 526. In 18 per cent of the municipalities the connection fee varies between NOK 0 og NOK 5 000. These municipalities represent 26 per cent of the population.

Waste handling cheapest in Østfold

The average annual fee for the waste sector is NOK 2 150 per household in 2009, an increase of 6 per cent compared with 2008. The average annual fees are highest in the municipalities in the county of Finnmark, with an average of NOK 2 673, while the municipalities in Østfold have the lowest annual fees by an average of NOK 1 755.

Emptying of septic tanks cost a little more than one thousand Norwegian kroner

The average fee for emptying of septic tanks is NOK 1127. 41 per cent of the municipalities and 29 per cent of the poulation have an annual fee rate between NOK 501 and NOK 1000 . Appoximately 10 per cent of the population pay such a fee.

Chimney sweeping and inspection

The annual fee for chimney sweeping and inspection has increased by 6 per cent compared with 2008. The average fee in the municipalities is NOK 319. 40 per cent of the municipalities and 39 per cent of the population have an annual fee rate between NOK 251 and NOK 350. The fee is based on annual sweeping of one chimney.

Water and waste water sector with low contribution margin ratio

The contribution margin ratio for the waste service sector is close too 100 per cent for the years 2006 to 2008, while it is lower for the water- and waste water sector. The municipalities do not have full cost absorption via the water- and waste water fees, and the contribution margin ratio has been evenly decreasing.

Cost absorption via annual fees

Municipal water-, waste water- and waste fees are in accordance with full cost regulations set by the municipal authorities. The cost of the service should be reflected in the fee level, and the revenues collected by fees must not exceed the municipal cost of the service. In the water- and wastewater sector the municipalities are allowed to keep the income from fees lower than the costs, but the waste sector has to have full cost absorption.
