Broad decrease in building activity

Preliminary quarterly figures show a decrease in almost all sectors. In the fourth quarter of 2008, building was started on 850 000 m2 of utility floor space for dwellings and 1 535 000 m2 for non-dwellings. This is a decrease of 21.2 and 17.6 per cent compared with the same period in 2007.

The strongest decline was registered within transport and communication. Construction of transport and communication buildings fell by more than 60 per cent in 2008, compared with the record high level of 2007, from 437 000 to 171 000 m2. An increase of 23.3 and 31.4 per cent respectively was registered, however, for Industrial buildings and hotels.

High activity within holiday homes

In 2008, building was started on 640 000 m2 of utility floor space for holiday homes, according to preliminary figures. This is at the same level as in 2006 and 2007, and the growth within the construction of holiday homes flattens out after three years with a growth between 17 and 27 per cent. By way of comparison, building was started on 345 000 m2 of utility floor space for holiday homes in 2003. In 2008, the building activity was hence 86 per cent higher than in 2003.

Increasing delay in the registration of building starts

The average monthly registration delay for buildings started increased in 2008. This means that a larger share of older building projects are registered as started in the Ground Parcel, Address and Building Register (GAB). The decreasing trend may therefore be greater than what is shown by the building statistics. In addition, projects that have been registered as started may have been postponed for an indefinite time due to fall in demand.

Revised figures in 2008

Monthly and quarterly figures in 2008 were revised due to errors in data dissemination related to the conversion to a new property register (from the Ground Parcel, Address and Building Register to the new property register, Matrikkelen).

Conversion to new property register

As of 5 November 2007, the municipalities will be transferred in groups from the Ground Parcel, Address and Building Register (GAB) to the new property register, Matrikkelen. All municipalities will be transferred by the end of April 2009. In connection with the conversion there may be some delay in the registration of the municipalities that are being transferred. The Norwegian Mapping and Cadastre Authority has an overview of transfer dates for each municipality .
