New buildings down 20 per cent

Registered utility floor space for building starts went down 20.3 per cent this October, compared with October last year. The number of dwelling starts has decreased by 29.9 per cent. Preliminary figures show that building activity within the industrial and public sector slows down the general decrease in the building activity.

The municipalities have registered 21.4 per cent fewer dwellings started during the first ten months of 2008, compared with the same period last year. There is a decrease in all counties except Aust-Agder, Nord-Trøndelag and Nordland. The greatest decrease has been in Troms and Oppland counties, with respectively 69.5 and 65.0 per cent.

Fewer holiday properties

The decrease is now also strong for the category “Holiday property, private garages etc”. Preliminary figures show a 34.3 decrease compared with October 2007. The number of holiday properties etc started has gone down with 10.4 per cent in the period January-October 2008, compared with the same period last year.

There has been registered a minor 3.1 per cent decrease in October for industrial and public sector buildings, compared with the same months last year. However, preliminary figures for utility floor space started for industrial and public sector buildings are 5.2 per cent higher in the first ten months of 2008 than in the same period in 2007. There has similarly been registered a 6.7 per cent decline for utility floor space started in all.

Increasing delay in the registration of building-starts

The average monthly registration delay for buildings started has increased. This means that a larger share of older building projects are registered as started in the Ground Parcel, Address and Building Register (GAB). The decreasing trend may therefore be greater than what is shown by the building statistics. In addition, projects that have been registered as started, may have been postponed for a indefinite time due to fall in demand.

Conversion to a new property register

As of 5 November 2007 the municipalities will be transferred in groups from the Ground Parcel, Address and Building Register (GAB) to the new property register, Matrikkelen. All municipalities will be transferred by the end of February 2009. In connection with the conversion there may be some delay in the registration of the municipalities that are being transferred. The Norwegian Mapping and Cadastre Authority has an overview of transfer dates for each municipality .
