Decrease in building activity is spreading

During the first nine months of 2008, building was started on a total of 6.6 million square metres of utility floor space. This is almost 5 per cent less than the same period last year. The decrease is caused by a major decline in the dwelling sector. Figures for other buildings also show a falling trend in recent months.

The municipalities have so far registered 20.3 per cent fewer dwellings started during the first nine months of 2008, compared with the same period last year. In the counties of Oppland and Troms, dwelling newbuilds have more than halved.

A decrease has also been registered in recent months for industrial and public sector buildings compared with the same months last year. Preliminary figures for 2008 on utility floor space started for industrial and public sector buildings are however so far 6.3 per cent higher than the same period in 2007.

Increasing delay in the registration of building starts

The average monthly registration delay for buildings started increased last year. This means that a larger share of older building projects are registered as started in the Ground Parcel, Address and Building Register (GAB). The decreasing trend could therefore be underestimated.

Conversion to a new property register

In the period November 2007 to February 2009, the municipalities will be transferred in groups from the Ground Parcel, Address and Building Register (GAB) to the new property register, Matrikkelen. In connection with the conversion, there may be some delay in the registration of the municipalities that are being transferred. The Norwegian Mapping and Cadastre Authority has an overview of transfer dates for each municipality .
