Immigration turns migration deficit to surplus

Every year, 4-5 per cent of the population moves to a different municipality. However, most municipalities do not benefit from this migration as the majority of the population moves from remote to central areas. Therefore, major immigration from abroad has become the rescue for many municipalities.

During 2007, a total of 398 000 people moved within a municipality and 211 000 moved between municipalities. The mobility, measured in relocations per 1 000 residents, was high. We have to go back to 2000-2001 to find the same level of mobility, and to the mid-1970s to find a higher level.

Internal out migration from large parts of the country

Most municipalities with positive internal net migration are situated within a 100 km distance from Oslo. In addition, there are some municipalities with positive net migration in the regions around Kristiansand, Stavanger, Bergen and Trondheim.

In a broader perspective, the centre periphery dimension is even more profound. Many of the more remote municipalities are facing a long-term trend of negative internal net migration.

Increased immigration prevent population decline

In spite of negative internal migration balance, many municipalities have positive migration figures due to immigration.

In 2007, a total of 151 municipalities had a migration surplus both toward the rest of the country and other countries. In addition, 117 municipalities had a negative internal migration balance, but immigration from abroad more than offset the internal deficit. Furthermore, 150 municipalities had a negative internal migration balance and an immigration surplus, but the immigration surplus was not sufficient to offset the internal deficit. A total of 13 municipalities lost residents both to the rest of the country and to emigration.

Inflow to Oslo and Akershus

Many people move to Oslo and Akershus counties, and the majority moves from neighbouring counties. More than half of those who moved out of Østfold and Hedmark moved to Oslo or Akershus in 2007. The number of people who moved between Oslo and Akershus was also considerable, as the two counties each received almost half of the out migration from the other.

Continued centralisation, but less than last year

2007 saw a certain decrease in the internal net migration to the most central municipalities compared to 2006. Furthermore, there was a decrease in the internal migration deficit in the least central municipalities. In spite of variations from one year to another, it was mainly the most central municipalities that had positive internal net migration.
