Increased municipal employment

The number employed in municipal activities rose by 2.2 per cent, or 9 900 compared to 2010. The number of man-years rose by 2.2 per cent.

The number employed in the county authorities rose by 1.6 per cent from the 4th quarter of 2010 to the 4th quarter of 2011.

Of the 509 200 employees in local government in 2011, 461 100 were employed by the municipalities and 48 200 were employed by the counties authorities.

The municipal health and social services employed 42.4 per cent of all employees in the municipalities in 2011, amounting to 150 000 contracted man-years. This is an increase of 3.0 per cent compared to the 4th quarter of 2010, or almost 4 400 man-years. Man-years in kindergartens rose by 1 300 in the same period.

9 600 FTEs in inter-municipal companies and municipal enterprises

In certain fields, the municipalities organise their activity in inter-municipal companies or enterprises. The man-years in such companies are not included in the figures presented above. A total of 9 700 man-years are connected to these companies in 2011. Most commonly we find such companies in water supply, sewerage and waste management, and fire protection.

Increased number of FTEs within nursing and care services

The growth in contracted man-years in nursing and care services was 2.1 per cent, or 2 700 contracted man-years, compared to 2010. More than two thirds of the man-years were carried out by personnel with a health care education.

The figures for the nursing and care services also include private enterprises contracted by the municipalities. The man-years in private services amount to 6.6 per cent of the man-years in nursing and care services in total.

Stable situation in the county authorities

A total of 48 200 persons were employed in the county authorities in 2011. Compared to 2010, this is an increase of 1.6 per cent or 760 man-years.

Upper secondary education amounts to a total of 81 per cent of the contracted man-years in the counties.

The figures for employed in municipalities was corrected for the year 2011. The change concerns the calculation of employed in upper secondary education in the Oslo County, which had been included in the figures both for municipalities and counties. In addition a minor change concerning other upper secondary education in the municipalities has been made for the years 2006 through 2011.
