NI contributions within private sector increase 6.3 per cent

Figures show that the calculated employers’ National Insurance contributions within the private sector increased from NOK 92.6 billion in 2010 to NOK 98.4 billion in 2011. This is a 6.3 per cent rise from the previous year.

The total basis for employers’ National Insurance contributions within the private sector was NOK 745 billion. This is NOK 43 billion more or 6.2 per cent higher than in 2010.

Of this basis for employers’ National Insurance contributions within the private sector, the normal basis for calculation of employers’ National Insurance contributions constitutes NOK 720 billion and pension contributions and premiums subject to National Insurance contributions NOK 39 billion. NOK 14 billion can be deducted as reimbursement of National Insurance contributions.

Employers’ contributions to National Insurance are divided into different rates by region. For eastern regions and central coastal regions south of Trondheimsfjord, the rate of contributions to National Insurance is 14.1 per cent. A total of 86 per cent of the total basis for employers’ National Insurance contributions within the private sector is from regions with this rate. The lowest rate can be found in Nord-Troms, Finnmark and Svalbard, where the rate for employers’ National Insurance contributions is zero. A total of 1.2 per cent of the basis comes from workplaces within these regions.

National Insurance contributions within the public sector

The basis for employers’ contributions to National Insurance in the public sector, excluding civil servants, was NOK 261 billion. This shows an increase of NOK 11.5 billion or 4.6 per cent since 2010. The calculated employers’ contributions to National Insurance within the public sector, excluding civil servants, was NOK 32.8 billion in 2011, which is a 4.6 per cent increase from the previous year.

The statistics covers all employers that report the basis for employers’ National Insurance contributions to the Directorate of Taxes. Hence, calculated employer contributions for civil servants are not included. This was about 230 employers with a total basis for employers’ National Insurance contributions of about NOK 65.5 billion.

About the statistical basis

The statistics are based on the tax accounts of the Directorate of Taxes. Approximately 194 800 employers reported the basis for employers’ National Insurance contributions for 2011. Calculated employer contributions for civil servants are not included.

Zones for employers’ National Insurance contributions

The rate for National Insurance contributions differs depending on the geographical location of the workplace. Central regions in the southern part of the country have the highest rate (14.1 per cent), whilst less central regions have a lower rate and Nord-Troms and Finnmark have a zero rate.
