Definitions of the main concepts and variables

Domestic transport: Only trips and journeys between places in Norway are included.

Tonnage carried: Gross weight of goods including tara.

Transport performances measured in:

Ton-kilometres: The gross weight for one trip multiplied with the length of the journey

Passenger kilometres: The number of passengers multiplied with the length of that journey

Background and purpose

The Institute of Transport Economics has in cooperation with Statistics Norway calculated total goods and passenger transport by mode of transport as from 1946. An attempt has been made to make the figures comparable over years and from one mode of transport to another.

Users and applications

The statistics is significant in describing the development in the area of transport by mode of transport and is as such a tool of importance for transport planning and organizing. Important users of the statistics are departments, county administrations, consultants, researchers/research institutions.

Equal treatment of users

No external users have access to the statistics and analyses before they are published and accessible simultaneously for all users on ssb.no at 08 am. Prior to this, a minimum of three months' advance notice is given in the Statistics Release Calendar. This is one of Statistics Norway’s key principles for ensuring that all users are treated equally.

Coherence with other statistics

The system of the inland transport services was established and is maintained by using other statistics as input. The statistics as such has no further link to other statistical in Statistics Norway. The growth in GDP however is often compared to the development of the domestic transport performances.

The statistics comprise transport of passengers and goods on Norwegian territory only. For some categories of transport services data are collected yearly. For other types of transport data on transport services are estimated. For a few other groups of means of transport the information is not satisfactory even for making estimates. The statistics comprise transport both for hire and reward and on own account. The driver is included in the calculations.

A further constraint is that the statistics traditionally have comprised domestic transport with Norwegian-registered modes of transport only. This provided a good basis for comparing the respective mode of transport as to level and development over time. In recent years, however, a large proportion of goods transported along the Norwegian coast with vessels for hire or reward and on own account registered in the Norwegian Ship Register (NOR) is taken over by ships registered in foreign registers (cabotage). Starting with this release, the figures and tables for goods transport are published both with and without cabotage. The time series begin in 2010.

Comparability over time and space

An attempt has been made to make the figures comparable over years and from one mode of transport to another. When sudden changes in the input-statistics occurs, the transport performances figures are adjusted/revised also for the earlier years attaining comparability as good as possible over years.

In the statistics for 2012 the data source for scheduled road transport (buses and coaches) has been changed. At the same time the figures for 2010 and 2011 are revised for both passengers and passenger-kilometres using the same data source, i.e. the Public transport statistics.

There are several reasons for the change. Most important, the public transport statistics has achieved better actuality. The statistics is from 2013 (the statistical year 2012) available from the end of June, i.e. early enough to be included in the Domestic transport performances statistics (usually published in early July). Another important reason is that the element of calculation in the latest mentioned statistics became increasingly uncertain little by little. The reason for this was that the former figures for public transport were based on the previous statistics on road transport for buses and coaches which was discontinued in 1999. However, by changing data source the scope of the statistics is somewhat reduced by omitting the charter transport (not scheduled) carried out by the so called “combined enterprises”. These enterprises performed charter transport in addition to ordinary scheduled road transport. Therefore, there is a break in the time series between 2009 and 2010. Anyway, it is more orderly to make this reduction in the scope of the statistics. It is difficult to justify why only an (gradually) unknown fraction of the charter transport by bus should be included in the Domestic transport performances statistics. SN’s goal is to include the transport performances carried out by all charter busses. We have made a draft for doing so, and expect to include these busses in 2017 (the statistical year of 2016).

In general, the quality is highly influenced by the inspections and following adjustments made in all statistics used as basis/input in the statistics of the transport performances.
