Decrease in budgeted government revenue

In the central government budget proposal for 2010, the total revenue and expenditure amount to NOK 974 and 907 billion respectively. Compared to the approved budget for 2009, this constitutes a decrease in revenue by NOK 221 billion.

The budgeted decrease in revenue is caused by lower operating surplus from the extraction of petroleum, and reduced tax payments leaving petroleum taxes aside. Member’s and employer’s contributions to the National insurance scheme show a modest growth by 3 per cent, or NOK 6.4 billion, compared to 2009.

Central government expenditure increases by NOK 59 billion to NOK 907 billion, an increase by 7 per cent. The transfers from central government, which include payments from the National insurance scheme, transfers to other state accounts and local government, amount to NOK 717.8 billion in 2010. The growth in transfers to local government and payments from national insurance is most significant, and amounts to NOK 17.8 and 31.7 billion respectively.

Statistics Norway has updated the table for central government revenue and expenditure by type. The table now contains the central government budget proposal for 2010, the approved budget for 2009, and accounting figures for previous years.

Statistics Norway stress that in the article above the 2010 budget is compared to the approved budget for 2009. New estimates of the central government fiscal account figures for 2009 were released at the same time as the 2010 budget. The new 2009 figures show a strong decline in revenue and a minor increase in expenditure compared to the approved budget in 2009.
