Increase in public purchasing

Public purchases of goods and services amounted to about NOK 386 billion in 2009. This is an increase of about NOK 23.5 billion, or 6.5 per cent, compared to 2008. Public purchases amounted to some 16 per cent of the gross domestic product.

The general government public purchases increased by some NOK 25 billion, while the public unincorporated enterprises’ purchases declined by about NOK 1.5 billion compared to the previous year.

The general government proportion of all public purchases was around 78 per cent of the total of public sector purchases for 2009, while the remaining per cent was made up of purchases by public unincorporated enterprises. Public purchases constituted about 16.2 per cent of the gross national product for 2009. This was 14.4 per cent in 2008.

On the increase

The purchases made by general government units amounted to NOK 302 billion in 2009. This is an increase of NOK 25 billion, or 9 per cent, compared to the previous year. There was an increase both in the central government’s and the local government’s public purchases. The central government’s purchases increased by NOK 8.5 billion, while the municipalities’ and the county municipalities’ purchases increased by NOK 9.3 billion and NOK 2.3 billion respectively.

Oil sector, the major decrease

Total purchases made by public unincorporated enterprises amounted to NOK 83.9 billion in 2009. This is a decline of NOK 1.5 billion, or 1.8 per cent, compared to 2008. The oil sector contributed with about NOK 15 billion to the increase. The purchases made by the central government unincorporated enterprises excluding oil sector increased by some NOK 9 billion. The municipal and the county municipal quasi corporations’ total purchase increased by some NOK 4.2 billion to NOK 10.1 billion in 2009.

What is public purchasing?

Public purchasing covers expenditure on goods and services and on gross fixed capital formation in central and local government, and similar purchases undertaken by central government and municipal quasi corporations. The figures for 2008 and 2009 are preliminary.
